“The PLA and International Humanitarian Law”
The conduct of the People’s Liberation Army (PLA) in past wars is examined from a historical perspective, and the traditions of the PLA are further explored with regard to International Humanitarian Law (IHL). In recent years, various measures have been adopted, with some success, to spread the knowledge and implementation of IHL within the PLA. However, there remains a gap between theory and practice, which is in need of analysis. Lt. Colonel. Wang Wenjuan will discuss how the implementation of IHL can further be promoted within the PLA.
Lt. Colonel Wang Wenjuan is an Assistant Research Fellow at the Academy of Military Science (AMS), PLA. She majored in military law and the law of armed conflict. At ISDP, she is conducting research on “The implementation of International Humanitarian Law in the PLA.”

“Chinese Military Transformation in the New Century”
In the new century, China’s military reform has entered a new stage. Over the course of the last decade, the PLA has been proactively and steadily pushing forward its military transformation by striving to build a modern military force. This includes optimizing the size and structure of the various armed services, developing new high-technology weaponry and equipment, promoting a transition in military training, and strengthening the development of qualified military personnel. In the future, Major Li Xiang argues that the PLA will closely follow the world military revolution, seizing strategic opportunities, undergoing comprehensive military modernization, and promoting the further development of military transformation with Chinese characteristics.
Major Li Xiang is an Assistant Fellow at the Academy of Military Science (AMS), PLA. She has researched in the area of US Military Strategy, the US and NATO issues, especially UK and Germany military affairs.
