Internet Crime – A Growing Global Scourge: Swedish Initiatives and Countermeasures

The internet is being increasingly utilized by criminal groups that seek to expand their businesses through different types of cyber crime. In Sweden, the selling of narcotics on the internet stands out as one of the most serious online activities, as more people, mainly youths, purchase illegal and legal drugs such as narcotics, anabolic steroids, classified pharmaceuticals and also weapons. Cecilia Fant and Krister Gäfvert from the Swedish National Criminal Police will outline a description of criminal activities that occur on the internet and will also describe the counter measures being taken by the Swedish authorities. They have both been involved in training programs which present knowledge about internet surveillance for police officers, customs officers and prosecutors.

Ms. Cecilia Fant is a Detective Inspector at the Intelligence Section of the Swedish National Criminal Police. She has been a police officer since 1988 and has worked as a surveillance officer at both the Swedish Security Service (SÄPO) and at the Narcotics Section of the Stockholm County Police. Additionally, she has been the Swedish coordinator for DEA “Raw Deal”, which was an international cooperation against the illegal supply of anabolic steroids.

Mr. Krister Gäfvert is a Detective Inspector at the Intelligence Section of the Swedish National Criminal Police. Prior to joining the National Police, Mr. Gäfvert was working as a Narcotics Detective at the Stockholm County Police where he spent four years working exclusively against young drug dealers. Additionally, he has spent considerable time specializing in preventing the activity of criminal gangs on the internet at the IT-Crime Section of the National Criminal Police. Currently, he focuses on fighting organized crime through internet intelligence.
