Mats Engman participated in the workshop on deterrence organized by the George C. Marshall Center in Garmisch-Partenkirchen, Germany

February 11, 2025: Last week, Mats Engman, Head of the Stockholm Korea Center and a Distinguished Military Fellow at ISDP, participated in a workshop on “deterrence” organized by the George C. Marshall Center in Garmisch-Partenkirchen, Germany. The main theme of the workshop was to try to identify gaps and challenges with the current deterrence concept. One area being discussed was how to develop a credible deterrence concept against asymmetric threats or hybrid threats, which is becoming more and more powerful and widely used by Russia and China. The workshop was attended by experts on nuclear and conventional deterrence as well as experts in cyber- and information operations. One area that Mats Engman highlighted was the challenges of decision-making with hybrid threats when attribution is complex and questionable.
